Meaning
Passed is the past tense and past participle of pass. It can mean went by, succeeded in a test, handed something, approved a law, or died in the polite phrase passed away. The trap is using passed after a movement verb when you need past.

She passed her driving test. - 議会はその法案を可決しました。
Parliament passed the bill.
