Meaning

To congratulate someone means to tell them you are happy because of something good they have done or that has happened to them. You congratulate someone ON something — 'Congratulate her on her promotion.'

おめでとうと言うとは、誰かが良いことをしたり、その人に良いことが起きたりしたことを喜んでいると伝えることです。何かについて誰かに「おめでとう」と言う場合は'congratulate someone ON something'という形を使います。'Congratulate her on her promotion.'（彼女の昇進をお祝いする）。
